Indicadores urbano-ambientales e infraestructuras grises, azules y verdes, barrio Sol y Verde

Abstract

Se caracteriza el estado actual de las infraestructuras en tres sectores seleccionados de los barrios Sol y Verde y su extensión Los Hornos, José C. Paz, Región Metropolitana de Buenos Aires, a partir de la aplicación de una matriz de indicadores urbano-ambientales, para luego proponer líneas programáticas de mejora bajo la perspectiva de las Soluciones Basadas en la Naturaleza. Para alcanzar este objetivo se aplicó una metodología cuali-cuantitativa que combinó el estudio de documentos normativos, datos estadísticos, registros audiovisuales, relevamientos en territorio y entrevistas a funcionarios del gobierno municipal, con la aplicación de índices de calidad urbano-ambientales. En esta investigación se halló una fuerte desigualdad en la disponibilidad y la calidad de las infraestructuras de servicios básicos como el agua, la recolección de residuos y el transporte público, como también en la conservación de los espacios verdes y en la disponibilidad de movilidad alternativa. Este trabajo refuerza la necesidad de implementar intervenciones integrales en materia de infraestructuras grises, azules y verdes.The objective of this article was to characterize the current state of infrastructure in three selected sectors of the Sol and Verde neighborhoods, and its extension Los Hornos, José C. Paz, Metropolitan Region of Buenos Aires, based on the application of a matrix of urban-environmental indicators, in order to then propose programmatic lines of improvement under the perspective of Nature-Based Solutions. To achieve this objective, a qualitative-quantitative methodology was applied, combining the study of normative documents, statistical data, audiovisual records, surveys in the territory and interviews with municipal government officials, with the application of urban-environmental quality indexes. This research found a strong inequality in the availability and quality of basic service infrastructures such as water, waste collection and public transportation, as well as in the conservation of green spaces and the availability of alternative mobility. This work reinforces the need to implement comprehensive gray, blue and green infrastructure interventions.
