In this article we study a subnational experience of collective organization of the state workers of Río Negro, the case of Frente Estatal Rionegrino (FER). From a subnational perspective of political history, we investigate why the state workers' unions established alliances that triggered the birth of the FER and what were the implications of the 1995 elections in their confrontation with Governor Horacio Massaccesi during the crisis of the Rio Negro state (1994-1996).This research feeds on the perspective of collective action that focuses on changes in "political opportunities" as incentives for contentious action (Tarrow, 1997) and an analysis of the political discourse of the FER from the point of view of Eliseo Verón (1987). In methodological terms, the work draws on a set of sources, from official and journalistic documentation to the oral testimony of union leaders.
