After the ‘right turn’ in the Latin America (Parra and Romano, 2018), several reforms were implemented to roll back the normative frameworks of communication to the period before the decade of progressive governments. The case of Argentina represents the maximum exponent of this regression. The country went from a scenario of progress in the democratization of communication (Kejval, 2014) to a stage of increasing concentration and convergence. In Ecuador, the reform in the Organic Communication Law, approved during the Rafael Correa administration, has been gradual. However, in both cases, the reforms aim to transform the role of implementation authorities and remove them as guarantors of the right to communicate. The Federal Audiovisual Communication Services Authority (Afsca) and the Ecuadorian Supercom are the subject of a ‘modernization’ speech, in which the State moves away from a market with increasingly oligopolistic characteristics. The main objective of this article is to analyze the ruptures and continuities between two processes of reform to progressive institutional frameworks in the area of communication, in order to generate a contribution to the debate on the dispute in the public media and the construction of hegemony.
