This article seeks to delve into the characteristics, issues, actors, and ethical and regulatory challenges of Generative Artificial Intelligence (GenAI), one of the key developments of the second information wave, understanding it as a technology structured in a system of global characteristics. It begins by defining the GenAI around its differential characteristics and then, through a qualitative methodology of analysis and bibliographic review, proposes and deploys a classificatory systematization of seven layers (software, labor, data, hardware, infrastructure, materials, and energy) intersected with macro, meso and micro-social levels. This allows to delve deeper into the characteristics as well as the technological developments, natural resources, countries, companies, and other actors involved in each layer, constituting a solid analytical basis for focusing on the ethical and regulatory issues and challenges that arise in each of them. Its relevance lies in the development of a theoretical-conceptual instrument for the analysis of the challenges, problems, opportunities, and characteristics presented by one of the main technologies of this new informational stage.
