September 1930 marked the beginning of a new era for the Union Civica Radical (UCR). The State lost control motivated the need to review UCR’s prevailing practices and ideas. Marcelo Alvear led the process of reorganizing the Radical Civic Union, whose basis stated that responsibility for the effects of the democratic experience initiated in 1912, laid in Radicalism itself. With a view to redeeming its past performance and contributing to the strengthening of the liberal democratic in-stitutionality, Radicalism had to restructure itself so as to become a modern, organic and program-matic party; thus, the institutions regulating its internal operations had to be reconstituted just like its ideological profile had to be reconsidered. Alvear’s main objective was, therefore, to insti-tutionalize Radicalism. This article seeks to re-construct the difficult process of introducing this project during the 1930s.
