This article analyzes some dimensions of the content of the right to education in the four countries that have been part of the Southern Common Market (MERCOSUR) since its origin: Argentina, Brazil, Paraguay, and Uruguay. In methodological terms, the design includes qualitative techniques for the legal-normative analysis. The sources are primary and secondary documentary sources. Quantitative techniques are also used for the analysis of educational statistics indicators and those derived from the fourth Regional Comparative and Explanatory Study 2019. This paper contrasts the high normativity of the right to education with some indicators that refer to the schooling coverage and to the educational performance. The importance of this study lies in the fact that it makes possible to analyze the effectiveness of this right and to evaluate the feasibility of the fourth Sustainable Development Goal.
