The growing and disordered process of urbanization of the country has been accompanied by a similar process in the canine population. This has a negative impact on people, other animals, and the environment. Moreover, dogs were exposed to situations that impair their quality of life. Municipalities, legally responsible for control, made a significant investment in human, financial, and time resources to develop several actions, including identification of dogs and owners, sterilization, community education, foster care system, removal of stray animals and legislation. However, the obtained results are disappointing; especially considering that has not yet reached the first objective that owner take responsible ownership of their dogs. From this point, everything is distorted, is perpetuated, and generates the feeling of unresolved causes and use up vast resources of public funds. In order to know the canine management activities that are carried out, 70 municipalities were surveyed. The 75% has a dog population poorly controlled or uncontrolled, 49% poorly planned actions, 26% complies with current legislation, 80% notes insufficient budget, and 68% lack of political support. These results evidence a complex situation in most urban centers. A rethinking of goals to achieve, means to be used, and the technical and political support are required.
