One of the most important concerns Argentina has to face in her relations with the World is her insertion in it. Both Carlos Menem and Nestor Kirchner’s administrations have attempted to solve that concern. Both attempted to do so through a strong domestic policy. Though they belonged to the same political party their foreign policies were quite different. Each of them had his own project of insertion for the country though out of different and in some aspects opposite power strategies. The international settings they had to face were propitious but at the same time demanding. In regarding the answers each of them gave to their respective foreign frames they coin.cided in one main aspect that was the non construction of self sufficient personal power to accomplish in foreign affairs their original purposes, and this is what the present paper is about.
