In this presentation we will focus on the external democratization of universities based on the analysis of the meanings that this demand acquires in the times of the Reform and its scope at the present time. It is sought in such a way to address the course of a demand that goes through several stages in the search to expand the social groups included: t is born as a claim against the social elitism of the traditional university; The 20th century goes through this same bias, ignoring or only partially recognizing the changes introduced by the massification process and the growing insufficiency of guaranteeing access only; and in recent decades is translated into a principle sanctioned by the Regional Conference on Higher Education (Cartagena de Indias, 2008) that enshrined the principle of the university as a right.
