This article reconstructs the genealogy (1992-2004) of an economic development institution that implements its policies in the north-central region of Entre Ríos Province (Argentina). The institution's birth is associated with the prior emergence of a heterodox group -in Bourdieu's terms-in the political field. It shows how the agency capacity to create an institution was built. It problematizes the definition of economic action by reintroducing Polanyian categories excluded by the New Economic Sociology. The historical dynamics of the "double movement" are fundamental to understanding the actions of the heterodox group. Finally, it addresses the questions surrounding the foundations of the New Economic Sociology's action, which, from the periphery, provide a better understanding of the forms of embeddedness. The trajectories of key actors were reconstructed through in-depth interviews, analysis of official documents, press reports and non-participant observation.
