The lowest-income groups traditionally occupied the wetlands of the Aglomerado Gran Buenos Aires due to the impossibility of accessing the urban land market. In neoliberal times, the convergence of the environmentalist paradigm and the ideology of the Ramsar Convention implied the positioning of new actors in these environments with conflicting interests. Some are interested in usufruct these lands, incorporating them into the metropolitan framework, and disrupting their physical-natural features. Others are motivated by their conservation through protected area policies. Thus, these wetlands were configured as intensely disputed sites. Therefore, the objective is to characterize the emerging environmental conflict in the protected areas of the agglomerate, identifying the main actors involved and the arguments on which the controversies are structured.
