This article analyses, in the first place, changes introduced into legal land ownership with special emphasis on explaining the involvement of the Provincial State in this matter. First, the behavior of the State in relation to fiscal property is described. Then, State intervention on private property is explained. Also there is a description of the legislation passed to regulate the colonization of farming land that was infringing on land belonging to the neighboring Province of Santa Fe. In the second place, the number and area of the settlements in the Union and Marcos Juarez Departments is accounted for. Once the wide predominance of colonization in the Marcos Juarez Department was determined, the movement of the primary colonial market between the mid-1880s and the end of the XIX century could be measured. Then, by establishing how property was distributed among the settlers, the configuration of the land property as sold to the settlers could be described. Special emphasis was placed on the participation of small and medium-sized land owners.
