The article refers to research and development activities carried out within the framework of the “Dynamic Hypermedia Device-DHD-(CONICETUNR). DHD is conceptualized as a heterogeneous network composed of a combination of technology and social aspects that enables responsible interactions among subjects to investigate, teach, learn, discuss, confront, design, test, produce and disseminate their findings. This is done in workshops, using the communication, access and transformation potential of the Information and Communication Technologies (ICT). The working methodology is based on concepts, methods and epistemological foundations of interdisciplinary research in the context of complex systems. The processes of social construction and production of the uses and operation of the technologies are regarded inseparable and rooted in relevant interventions and local styles, manifested both in technological innovation and in social and cognitive development. Following these guidelines, key background research related to education, memory and the integration of ICT is discussed. Then, the progress of cases “DHD Campus Virtual UNR” contextualized in a public university and “Telares de la memoria” is presented. These cases aim at designing, developing, implementing and collaboratively evaluating a DHD grounded on the cultural heritage of the community of reference, which makes possible the construction and management of public governance practices. Finally, the completed work reveals the importance of interactivity for building an inclusive, plural and open educational context.
