From the point of view of Social Work, we proposed to reflect on the access to health from the analysis of a public policy device aimed at ensuring the exercise of sexual and (non) reproductive rights of young people. A first approach to the ENIA plan is presented from the analysis of one of its devices, the Comprehensive Adolescent Health Counseling in secondary schools in the province of Santiago del Estero. The approach was based on semi-structured interviews with those responsible for the coordination of the advisories and with an advisor and the review of official documents of the Plan. The territorial approach has occupied a central place in this work as it has allowed us to recognize the mutual conditionality territory-health policy from an integral viewpoint that does not lose sight of the complexity of the problem and incorporates the social determinants of health into the analysis based on the theoretical contributions of collective health and critical epidemiology.
