This article examines the conceptions and ideas regarding the field of science and technology held by officials of Argentina’s Secretariat of Science and Technology during the period 1983–1989, under the first democratic government following the last military dictatorship. To this end, key documents produced by the Secretariat, together with relevant testimonials, are analyzed to determine how their discursive dimension reveals a connection with existing paradigms within the academic community, as well as with those that influenced public policies in the science and technology sector during different periods. This issue is of particular interest because it concerns a foundational moment after Argentina’s return to democracy and also because public science and technology policy during this period has been scarcely addressed in the literature. The findings suggest a line of thought shaped by a set of assumptions that may be regarded as part of the common sense of a certain academic culture of the time. This brought together heterogeneous projects, such as those of Sarmiento, Yrigoyen, and the reformist movement, to generate diagnostic interpretations of both the country’s condition and the state of science and technology. At the same time, this diffuse perspective was intertwined with various paradigms of scientific thought: one grounded in a “supply-side” approach; another characteristic of a “demand-side” perspective, closely aligned with thinkers like Sábato; and, in a still incipient form, some notions pointing toward a systemic approach.
