This article analyses the process that led to the creation in the early 1970s of Aluminio Argentino (Aluar), the first and to date only primary aluminium plant in Argentina. It emphasises the driving role of the State and analyses the relation between the orientations of public industrialisation policies and the successive projects to build a smelter. Arising during the Second World War from aircraft manufacturing demands for national defence, these projects were also motivated by the need to restrict raw material imports in order to solve the chronic problem of currency deficits. Initially open to investments from major international aluminium producers, they took a downturn in the late 1960s with the preference given to local capital. In the end the development of primary aluminium production in Argentina resulted from the impetus of a sector of national bureaucracy, the air force, and benefited from a private enterprise set up by a Peron-leaning business middle class.
