This paper reflects on the reasons that prevented further tax reforms in Argentina, Colombia, Chile, Mexico and Spain during the first half of the nineteenth century. The central ideas that finance ministers presented for discussion in Parliament are analyzed. A study of the evolution of the national accounts is made, but explained what variables influenced each case and period design budgets of income and expenditure. All this provides a glimpse what conceptions of the state remained in the Congresses of the countries analyzed. Approach has been linked with other political sociology of economic history.
