We sustain, that in order to preserve the control of the Central Commission over the subcommission, a unified action and the preeminence of the authorities, these opposed to its dismemberment. The presidents of the commission appealed to the priests – both the inspectors and the superiors – to become arbitrators. As a consequence, they influenced over the norms and practices that gave frame to their colective action.
