The dispute over the authority to interpret the American Convention on Human Rights has generally been conceptualized along a single axis, with the Inter-American Court at one end and States at the other. This article suggests that the tension should be analyzed considering, instead, two perpendicular and independent conceptual axes. First, a geographic or vertical axis, in which competencies are distributed between geographically and jurisdictionally overlapping political communities (the national and inter-American political community, respectively). And second, an institutional or horizontal axis, in which competencies are distributed among institutional bodies (legislatures and courts). These two axes produce a Cartesian scheme of coordinates, useful to map the various positions existing in academic, judicial, and political debates and to highlight the genuine normative complexity underlying the disputes. The article concludes suggesting a research agenda structured around imagining how to expand instances of regional democratic governance within the system.
