In our region the failure of policy as a result of state capacity deficits is nothing uncommon. Argentina’s and Brazil’s health policies, since the end of the eighties, work as example of this recurring problem. Even when representing diverging paths. Policy-wise both countries were challenged by different events: Brazil handled the transition into the application of the universalist reform victorious in 1988; meanwhile, Argentina was inaugurating an era of precise sectorial initiatives -deregulation and decentralization in the public health system. Our aim is to show, nevertheless, that both cases shared the same kind of issue when it came to implementing policies, which in a way limited or distorted the original goals of those policies (meaning the state capacity deficits). Moreover, we will try to answer how much of that is owed to the eventuality of the fiscal crisis, institutional obstacles or the dominant political orientations of the corresponding government coalitions.
