La protección social en la Argentina: algunos elementos para caracterizar las Pensiones No Contributivas Asistenciales

Abstract

El objetivo del presente trabajo es realizar una primera aproximación al sistema de pensiones no contributivas asistenciales (PNCA) en Argentina, durante el período que va desde el año 2003 hasta fines del año 2017. En este marco, en primer lugar, se realiza una reconstrucción del marco normativo que define su diseño e implementación, desde su origen hasta los últimos cambios. En segundo lugar, se identifican las principales tendencias que hacen a su dimensión presupuestaria, a la evolución de su cobertura a lo largo del período, así como a la evolución de los montos de su prestación. En tercer lugar, y por último, se apuntan algunas interpretaciones acerca de las tendencias observadas y su relación con la política orientada hacia este sector.The aim of this paper is an approach to the non-contributory pensions' system in Argentina, from 2003 to 2017. In the first place, it is made a description of the regulatory frameworks that define its design and implementation, since their first appearence to the latest modifications. In the second place, the main tendences that made up its budgetory dimensions are identified, as well as the evolution of its coverage throughout the preriod and the amount of its provisions. Finally, some interpretations are ponited out about the identified tendences and their relations with the policy towards the segment.
