Since 2003, there has been an improvement in socioeconomic indicators, increasing construction and expanding the residential offer. However, the conditions to access your own house in the middle and lower-middle sectors continued to be difficult in Argentina. Only in 2012, the State launched two housing programs: at the national level, “Pro.Cre.Ar” with six lines of credit, and at the provincial level (Santa Fe), “Mi Tierra, Mi Casa”, with subdivisions on official lands. Subsequently, in 2016, the "UVA Credits" were created, updated by the general inflation index and Law N° 27.328 of "Public-Private Partnership" contracts, which includes private investments. In this context, it is interesting to delve into the main instruments of housing financing for the middle and lower-middle sectors in Rosario, since 2012 to 2019 inclusive, from three instances: description of financing, modifications during management and implementation in the city.
