¿Hacia dónde va la integración sudamericana?: Claves para pensar el futuro del MERCOSUR a la luz de su 30 aniversario

Abstract

Los 30 años del MERCOSUR constituyen un hito simbólico que abre la posibilidad de repensar el presente y el futuro de la integración regional en el Cono Sur a la luz de las experiencias y recorridos atravesados. En este artículo nos proponemos indagar en ocho puntos que constituyen la columna vertebral del proceso. Son elementos que se vienen prefigurando desde el inicio mismo de los acercamientos que dieron origen al MERCOSUR, pero que hoy asumen una relevancia diferente. Además, la dinámica que adquieran en los próximos años le darán una forma particular al futuro de una región tensionada por proyectos en pugna. Anclados en la concepción de la integración regional como política pública y en la noción de las políticas públicas regionales como estructurante para comprender las iniciativas en el marco del MERCOSUR, exploramos las disyuntivas actuales de cara a la construcción del proceso a mediano y largo plazo.The 30th anniversary of MERCOSUR is a symbolic milestone that opens up the possibility of rethinking the present and the future of regional integration in the Southern Cone lighted by the experiences and paths followed. We aim to think about eight points that constitute the backbone of the process. Even when these elements have been present since the first approaches that led to the construction of MERCOSUR, nowadays they have a different relevance. Moreover, the dynamics they will acquire in the coming years will give a particular shape to the future of a region under tension. Anchored in the conception of regional integration as public policy and in the notion of regional public policies as a structuring factor to understand the experiences and paths within MERCOSUR, we explore the current dilemmas facing the construction of the process in the medium and long term.
