For the research, a qualitative methodology was chosen with the purpose of considering the perspective of state actors and social movements, focusing on the material and symbolic dimensions of the links between them. The data collection techniques were in-depth interviews with referents and officials, field observations, complementing the information collected with the study of secondary sources (academic articles, surveys, journalistic notes, theses, etc.). The article manages to account for the importance of institutionalization processes in their various modalities.
