This article aims to analyze the state of internationalization policies in intermediary cities of Argentina, focusing on the case studies of Villa María (Province of Córdoba) and Tandil (Province of Buenos Aires). It seeks to identify the factors that drive these policies, as well as their sustainability and continuity over time. The analysis is based on the theoretical approach of subnational international policy from two dimensions: the tools for international action and the state capacities required for its implementation. Methodologically, a qualitative approach is employed, based on a comparative study of the international trajectories of both municipalities from 2015 to 2023. Data collection includes a review of legal documents and agreements, interviews with key informants, and analysis of secondary sources. The results highlight different internationalization profiles and the constraints that affected their development, offering a comprehensive interpretation of the experiences analyzed.
