This paper examines how the online device originally implemented by the National Migration Authority under the Macri administration for the application of residency permits in Argentina (RADEX) operated throughout the first years of president Alberto Fernández’s mandate, which were marked by the COVID-19 pandemic. Against the background of RADEX’s proven “illegalizing” potential, the requirement of the national identity card (DNI) to access rights and benefits intended to alleviate the impact of the pandemic during mandatory social isolation, not only had an excluding effect on migrants but also increased the “legitimizing” value of the DNI. Based on information collected through institutional pages and social networks, public information requests, the monitoring of migratory, public health and social security regulations of the period, and remote interviews, we look into the RADEX taking into account: 1) the structural inequality faced by migrants; 2) the fetish character of “papers”; and 3) the transformative power of the DNI on social reality. The paper reveals the challenges that migrants must currently solve to administratively formalize their link with Argentina as a place of residence.
