In this paper, it is intended to account for some government discourses in the province of Salta (Argentina) and the world regarding the political and social measures taken under the security and immunity grid in times of pandemic that are evidenced, in turn, as disciplinary provisions (ASPO and Social Distancing) under the principle of community “care”. We are interested in making visible some public and social policies focused on popular sectors in the framework of the socio-sanitary crisis, their treatment, and, in a complementary way, referring, from the perspective of creative resistance tactics and community policies to the devices, and practices that the neighbors, configured as plebeian power retrace in the face of the global pandemic covid-19 in some Popular Neighborhoods’ of Salta Capital. As a background, the organization of a process for the claim of much greater rights remains latent: the struggle of the Popular Neighborhoods for the regularization of the territories - living spaces and the tension, the waiting and the negotiation with officials to ensure access to public policies.
