This paper explores water policies at the local level in the Metropolitan Region of Buenos Aires. It specifically considers the provision of drinking water in the city of Luján, where the local government has been responsible since the early 1980s. This paper also describes the institutional evolution of the service since its beginning in the 1940s, its management since decentralization and transfer and its current regulation. This is a qualitative, descriptive, and exploratory study with a bibliographic-documentary design. Primary sources, such as in-depth interviews with key informants and secondary sources such as, statistical information, regulations, official documents, and newspaper articles were used. The strategy of methodological triangulation was adopted, and the instrumental case study method was implemented. We can conclude that water provision in the district of Luján is fragmented, with unequal service coverage. There is a regulatory and institutional overlap and legal gaps in the coordination between service management and the watershed.
