El impacto de las transformaciones de América Latina en las políticas de seguridad para el caso de argentina: una relación mediada

Abstract

El propósito de este artículo es dilucidar la influencia que tienen los procesos de transformación política de América Latina, especialmente en el caso argentino, sobre las políticas de seguridad que se llevan adelante. Entendemos también que estas transformaciones son siempre mediadas por la realidad política local y por la inercia organizacional de las instituciones implicadas. Para ello brindaremos en primer lugar un marco de las principales transformaciones latinoamericanas en los últimos 50 años. En segundo término, realizaremos un abordaje teórico de los conceptos y prácticas políticas de la seguridad. En tercer orden brindaremos un análisis del caso de Argentina, para luego abordar la provincia de Córdoba y el porqué de su aparente no adecuación práctica, a la explicación teórica del resto de las provincias. Pretendemos finalmente realizar un esbozo de cómo operan las transformaciones políticas latinoamericanas en las políticas de seguridad explicando qué variables y como afectan la relación sostenidaThe purpose of this paper is to elucidate the influence that have the Latin America political transformation processes, specifically in the Argentinian case, on the security politics implemented. We also think that these transformations are always mediated by the political local context and the organizational inertia of the institutions involved. In this line, we will offer a frame of the main Latin American transformations in the last 50 years. In the second term, we will make a theoretical approach to the concepts and political practices of security. In the third order, we will provide an analysis of the case of Argentina, and then approach the province of Cordoba and the reason for its apparent non-practical adaptation to the theoretical explanation of the rest of the provinces. Finally, we intend to outline how Latin American political transformations operate in security policies by explaining what variables and how they affect the sustained relationship.
