OBJECTIVES: To obtain a consensus among a group of experts on the content of a primary care functions evaluation questionnaire (PCAT) to be applied in oral health services in Argentina. METHODS: In a cross-cultural adaptation process, the Delphi method was applied. In the preparatory phase, the coordinating team developed the work tools (PCAT for oral health services and work form) and 24 people with experience in providing primary care and oral health services, teaching and /or research in this field and management of health services and institutions. In the consultation phase, the content of the questionnaire was assessed in the seven dimensions of the theoretical model. Quantitative and qualitative responses were processed, consensus was built, and results were reported. RESULTS: 18 experts participated and in a single round of consultation a positive consensus of more than 90% was obtained (votes: totally agree/agree) in most of the dimensions (first contact, longitudinality, coordination, comprehensiveness, family approach, community orientation and cultural suitability) regarding the relevance and comprehensiveness (content) of the items that make up the questionnaire. In open responses, the group made contributions on perspectives of care centered on people addressing the diversity of gender and sexualities, disability and others. CONCLUSIONS: The PCAT questionnaire for oral health services was positively valued and there was agreement on the content. The adaptation of the instrument will end with a pilot test.
