In Guatemala, in contrast to the general trend in Latin America, multicultural constitutional reforms were rejected in the referendum of 1999. In our view, the analysis of this case may illustrate how multicultural and neoliberal project constitute competing projects, despite having coexisted since the mid-eighties. The research seeks an interpretation about the issue of land because constituted an item of contention between social actors who held both projects: the Mayan movement and Coordinating Committee of Agriculture, Commercial, Industrial and Financial Associations (CACIF).
