After decades marked by low public intervention in housing, the Federal Housing Plan launched 2003 drives a re-centralizing turn regarding housing policy, new housing policies and urban and regional infrastructure. These transformations raise questions about what effects those interventions have had on social living conditions of the population and households in the agglomeration. The article describes and characterizes the habitat conditions in the Buenos Aires Metropolitan Area (AMBA), taking into account the differential dynamic existing between the capital city (CABA) and the districts of Greater Buenos Aires (GBA) and its relationship with the situation of the whole country in the period 1991-2010. The article shows that, despite the initiatives promoted to shovel the housing deficit at national level, the situation in CABA and the municipalities of GBA worsened considerably. The characteristics of the housing deficit in the AMBA suggest policy makers should consider courses of intervention oriented to address the needs for improvement and consolidation of recoverable dwellings.
