Considering the social policies and development interventions as continuous, negotiated and socially constructed processes including initiatives both "from below" and "from above", we propose a "constructivist" approach, based on the orientation of the actors, studying the interfaces between official agencies and potential or actual members of their proposals. We study the case of family farmers of La Matanza in the province of Buenos Aires. We rebuild modes more specific intervention, through the knowledge of the rationales put forward by the actors involved, identifying tensions and power struggles between models of formal management and its results and concrete practices, and linkages between the demands made explicit by the beneficiaries of the programs, the actual needs and concrete proposals and actions of interventions.
