The stories about the sotware and computer services sector (SCS) in Argenina go back to mid-20th century. In that long history, one of the recent chapters is confi gured by the Knowledge Economy Promoion Regime (2019). Suspended in its applicaion, the new law would be modifi ed and regulated during COVID-19 pandemic. The main objecive of this paper is to generate knowledge on some assessments and consideraions of micro, small and medium-sized enterprises (MSME) of the SCS sector on the regulatory framework. Likewise, a secondary goal seeks to understand some links of these actors with enies of the regional scienifi c and technological system based on a qualitaive methodology. The study will also construct a brief historical account of the sector and the diferent instruments and public policies for the SCS Industry. Finally, it will reconstruct arguments about promising aspects, conlicing dimensions, limits and potenialiies of the Knowledge conomy Law (from the perspecive of the potenial benefi ciaries of Santa Fe and Paraná). The study will characterize some strategies of workers training and research, development and innovaion relaionships that these MSME have with universiies and technological insitutes in the region.
