This paper analyzes the formation of the Permanent School Fund and the collection of revenues that constituted the Common School Treasury in Argentina’s federal jurisdictions between 1898 and 1913. Aiming to contribute to the study of public education financing, it departs from the hypothesis that the expansion of primary schooling was conditioned by the irregular collection of certain taxes that made up the school revenue. Based on official sources, the paper reconstructs the collection mechanisms and inter-institutional conflicts that hindered their implementation, questioning the effectiveness of the legal framework established by Law No. 1420.
