The paper analyzes the adoption of the neo-liberal paradigm of international relations by the intelligentsia and political leaders of both the Union Civica Radical and the Peronist Party, which occupied the Argentinian government during the eighties and nineties. Through a description of the foreign policy followed by the governments of Raul Alfonsin (1983-1989), Carlos Saul Menem (1989-1999) and Fernando de la Rua (1999), this work tries to explain why these policies –which affected negatively to the interests of the poor sectors– were promoted by parties with a popular historical origin, causing a crisis in traditional party identities. Finally, with the abandonment of the practice and the paradigm of “autonomy”, this paper proposes recovering the need to retrieve it like a fundamental contribution to international relations of peripheral countries.
