This article aims to explore unknown aspects of the Upgrading Plan developed in the Shanty Town “Villa 31” during the early 1970´s, by searching the particular circumstances in which it emerges. It also takes into account the motivations of the militants and the civil servants that carried it out, with the technical advice and the political commitment of architects and other professionals. The importance of recovering this experience lays in the fact that it is the first proposal of transformation of the shantytown “Villa 31” into a formal neighbourhood, without changing the original location of its houses. This case is also a paradigmatic antecedent of the current struggles for the Right to the City.
