The article focuses on the discourse of citizenship education, which has had a major impact on the Secondary Level Curriculum Design in the province of Buenos Aires (Argentina), because together with the implementation of new curricula, has been incorporated Building Citizenship matters. The analysis includes two main points to think about the citizen, either from the possession of certain rights or from the relationship with the state and status granted by the policy. Walking on two modes of thinking leads to two ways, first as a natural right of citizenship and, on the other the formation of a civic identity that education has taken as a universal way of being a subject.
