These two opposing dynamics inside the public action instrumentalization are approached from the notions of convergence and transfer of policies. The international organizations transferred cognitive and institutionally policies and instruments through these dynamics, which, on the one hand, are imposed and adapted to the local university policy (the case of the WB and IMF, mainly). And, on the other hand, they are promoted as protective practices of academic work (UNESCOILO-IE), where we focus. We pay special attention to both the substantive aspects of the proposals for the protection of academic work and the particularity of an expanded participation involving the performance of trade unions representing academic staff as part of a local-global strategy
