Whole space organizer, transport networks are superimposed to the territory and control it. In this paper, it is explained in which way the solidarities developed among load and passenger flows, automobile park expansion and modernization, bi-ocean corridors, road material renovation and, mainly, toll concessions regime –implemented in the main national and provincial routes from the 1990s–, they participate in the selective creation of fluidity in the territory, segmenting it in luminous and lethargic areas (Santos, 1996). In the same line, the analysis of virtual fluidity –network morphology, geographical influence, technical density, material equipment level– and the effective fluidity -informational and normative densities, frequency and speed of use, strategies of accumulation of capital and technical and politics regulation- (Santos, 1996; Silveira, 1997; Santos y Silveira, 2001) will show the country’s globalized areas –privileged by the new territorial division of labor–, and environments rejecting modernization, far from acceleration and dynamism.
