La expansión de las research capacities en tiempos de dictadura: la política de creación de institutos en el CONICET y su impacto en la estructura del sistema científico argentino (1974-1983)

Abstract

En este trabajo analizamos el proceso de expansión geométrica del Consejo Nacional de Investigaciones Científicas y Tecnológicas –CONICET– durante la última dictadura militar transcurrida entre 1976 y 1983, que se concretó sobre la base de la política de creación de institutos de investigación. Este hecho estuvo caracterizado, por un lado, por la proliferación de institutos desvinculados de las universidades nacionales y dependientes directamente del Consejo y, por otro lado, por la descentralización del sistema operada en base a la creación de institutos en el interior del país, sobre todo a partir de 1979 cuando el gobierno militar obtuvo un cuantioso préstamo del Banco Interamericano de Desarrollo y pudo dar impulso al Programa de Creación de Centros Regionales creado por CONICET en 1976. El resultado de estos acontecimientos fue la conformación de un nuevo espacio de institutos en el Consejo y la reestructuración de los lazos existentes con otras instituciones científicas, sobre todo con las universidades nacionales. La indagación de esta nueva estructura nos ha permitido analizar y comprender la bisagra existente entre la política científica y la política universitaria implementadas por el último gobierno militar.

In this paper we analyze the exponential expansion process of the National Council for Scientific and Technological Research (CONICET), during the military dictatorship between 1976 and 1983, which set out the basis of the policy for creating research institutes. This was characterized by the proliferation of institutes that belonged to the Council (CONICET), but were completely disconnected from national universities. Another key feature was the decentralization of the system driven by the creation of institutes within the provinces and outside of the metropolitan area, especially after 1979 when the military government obtained a substantial loan from Inter-American Development Bank and could promote a program to develop new regional centres created in 1976 by CONICET. The result of these events was the creation of a new space for institutions within CONICET and the reformation of the existing bonds with other scientific institutions, especially national universities. The investigation of this new structure has revealed the existence of a hinge between the scientific policy and the university policy, implemented by the last military government.
