¿Qué hay de nuevo en las Unidades de Policía de Prevención Local?

Abstract

En el presente trabajo pretendemos indagar sobre dos aspectos relacionados con el surgimiento de las Unidades de Policía de Prevención Local (UPPL). En primer lugar, algunas características que quienes se encuentran a cargo de esta iniciativa securitaria consideran como novedosas respecto de las preexistentes. En segunda instancia, abordaremos las diferencias y similitudes que podemos encontrar entre las UPPL —en particular la del Municipio de Avellaneda— y las fuerzas de seguridad tradicionales —tomaremos aquí fundamentalmente el caso de la Policía Federal Argentina (PFA). Las consideraciones vertidas en este artículo son producto de un trabajo de campo que consistió en entrevistas con oficiales de la UPPL del Municipio de Avellaneda, un relevamiento, lectura y análisis de la normativa que regula a esta institución, como también documentos y comunicaciones oficiales del Municipio. Para realizar la comparación con las fuerzas de seguridad tradicionales nos valimos de los hallazgos de la investigación realizada para la tesis doctoral de Mariana Lorenz.

In the present work we intend to investigate two aspects related to the emergence of the Unidades de Policía de Prevención Local (UPPL). Firstly, some characteristics that those in charge of this security initiative consider as novel with respect to the pre-existing ones. In the second instance, we will address the differences and similarities that we can find between the UPPL —in particular that of the Municipio of Avellaneda— and the traditional security forces —here we will mainly take the case of the Policía Federal Argentina (PFA). The considerations set forth in this article are the product of a field work carried out jointly by the authors. It consisted of interviews with officials of the UPPL of the Municipio of Avellaneda, a survey, reading and analysis of the laws that regulate this institution, as well as official documents and communications of the Municipio. To make a comparison with the traditional security forces we use the findings of the research carried out for the doctoral thesis of Mariana Lorenz.
