En búsqueda de un interlocutor político: entre negociaciones y pruebas de justicia. El conflicto sindical-docente en Argentina (1987-88)

Abstract

Este artigo analisa as diferentes formas em que os atores executam durante um conflito. Em alguns casos, tomar o caminho da força, enquanto outros estão procurando provas legítimas desenhar. Nossa análise do sindicalismo de professores na Argentina é executada entre 1987 e 1998, onde há uma substituição de sua identidade: de uma matriz liberal-socialista a uma peronista. Na primeira parte do artigo explora a relação entre a política sindical geral do governo e, especificamente, a sua aplicação ao ensino. A segunda é a análise da alocação, desenvolvimento e consequências do Congresso da Confederação de Santa Fe (1987), onde a união de professores nacionais (CTERA) renovada autoridades . Lá, observou a intervenção conjunta do governo nacional e a oposição sindical que visava a construção de uma nova união liderança e um novo diálogo político. Finalmente, no terceiro momento analisar a constituição de uma mesa de negociação nacional docente. Eles começam o debate sobre o alcance das demandas de professores e a vontade do governo para dar origem a este debate. Em conclusão, busca-serefletir sobre a coordenação difícil entre um teste de força e à prova legítima, observando que estas duas lógicas de ação coexistem desconfortavelmente no mesmo conflito.

This article analyzes the different ways in which actors perform during a conflict. In some cases, take the path of force, while others are looking for legitimate tests draw on. Our analysis of teacher unionism in Argentina runs between 1987 and 1998, where there is a replacement of their identity: from liberal-socialist to a Peronist union matrix. In the first part of the article explores the relationship between the government’s general union policy and specifically its application to teaching.
