La fortaleza del Poder Ejecutivo en debate: una reflexión sobre el siglo XIX argentino

Abstract

Este artículo se ocupa de analizar las formas de configuración histórica del poder ejecutivo en Argentina durante el siglo XIX a través de tres argumentos: el primero es de carácter teórico y postula que el poder ejecutivo fue el eslabón más problemático e inseguro de la ingeniería política moderna; el segundo es decarácter histórico y revisa la imagen clásica de un ejecutivo escasamente limitado en sus cursos de acción. Finalmente, el tercero es de orden metodológico y apunta a distinguir la doble dimensión que asume el concepto de concentración del poder en todo el período: la que remite a al principio de división de poderes y la que refiere al binomio centralismo/federalismo.

This article is aimed to the ways in which the executive branch of government in Argentina was formed during the 19th century presented through three arguments. The first has a theoretical nature and postulates that the executive power was the most problematic and insecure link of modern political engineering. The second argument is referred to a historical nature and revises the classic image of a narrowly limited executive power in its courses of action and finale The third one is methodological and aims to distinguish the double dimension assumed by the concept of concentration of power throughout the period: on the one hand, it is referred to the principle of division of powers, and on the other hand, binomial centralism / federalism.
