Minería metalífera y acumulación por desposesión en Argentina: Categorías de análisis y ejemplos empíricos

Abstract

Lejos de ser nueva, la estrecha relación entre minería metálica y acumulación por desposesión se remonta a los orígenes del sistema capitalista y la conquista europea del continente americano. Sin embargo, Argentina permaneció prácticamente ajena a esta situación hasta que las reformas neoliberales de la década de 1990, la estrategia neodesarrollista de comienzos de este siglo y la actual etapa de restauración conservadora convirtieron a la megaminería metalífera en una piedra angular del saqueo contemporáneo. Recurriendo a las categorías de análisis propuestas por la literatura, este artículo demuestra a través de una vasta miríada de ejemplos empíricos la íntima relación entre el boom metalífero argentino y el actual ciclo de acumulación por desposesión. Los resultados muestran que el modelo minero es responsable por distintos mecanismos de pillaje de bienes comunes, como privatización y acapara-miento de tierras, expulsión de campesinos y aborígenes, fin de regímenes de propiedad colectiva/estatal, extranjerización de recursos minera-les e hídricos, nuevos cercamientos jurídico territoriales, fragmentación del tejido socioproductivo local, expropiación de activos del Estado, mercantilización de la naturaleza y despojo ecológico.

The close relationship between metal mining and accumulation by despossession is not new. On the contrary, its goes back to the origins of the capitalist system and the European conquest of the American continent. However, Argentina practically stayed oblivious to this situation until the neoliberal reforms of the 1990s, the neodevelopmentalist strategy of the early part of this century, and the current phase of conservative restoration, which made metal mining a cornerstone of the contemporary looting. By going back to the categories of analysis proposed by the literature, this paper demonstrates the intimate relationship between the argentinean metal mining’s boom and the current cycle of accumulation by dispossession through a vast myriad of empirical examples. The findings show that the mining pattern is responsible for different mechanisms of looting of the commons, such as land’s privatization and grabbing, expulsion of peasants and aborigines, the striking of certain collective and state ownership regimes, the foreignization of mineral and water resources, the new juridical and territorial enclosures, the fragmentation of the local socio-productive frame-work, the expropriation of State assets, the commodification of nature, and the ecological plundering.
