The paper analyzes the regionalism of higher education in the Common Market of the South (MERCOSUR) from in-depth study of the policies of accreditation of academic quality of undergraduate diplomas. The aim is twofold: first, to understand the process of internationalization of higher education from regional policies and on the other, to analyze the effects of regional regulation in the domestic sphere, identifying processes of political change and creating institutions. The argument states that the regional accreditation policy of MERCOSUR, although it is not binding and it is still peripheral regarding the overall integration agenda, has managed to influence the construction of a regulatory framework that affects domestic policy within the States.
