Del mito a la realidad: Minería metalífera, psicoesfera y mercado de trabajo en la provincia de Santa Cruz (Argentina)

Abstract

En el período histórico contemporáneo, es habitual que las nuevas funciones de la división internacional del trabajo y los usos modernos del territorio operen, allí donde se instalan, como formas de acumulación por desposesión. La implementación y continuidad de estas funciones requiere la producción de una psicoesfera, entendida como un conjunto de legitimaciones ideológicas que aseguran el consenso social o colectivo para la adopción de cierto modelo hegemónico de modernización territorial. El objetivo de este trabajo es analizar la relación entre el boom de la minería metalífera y la generación de empleo en la Argentina entre finales de la década de 1990 y la actualidad, tomando como estudio de caso a la provincia de Santa Cruz. El artículo contrasta, por un lado, el discurso o fábula estatal y corporativa que pregonó el mito del 'efecto derrame' y, por el otro, la realidad del mercado de trabajo del sector a nivel nacional, provincial y local. En ese sentido, se analizan aspectos fundamentales, tales como la generación de empleos directos, el origen geográfico de la fuerza de trabajo y la precariedad de las condiciones laborales.

In the current historical period, the new functions of the international division of labor and the modern uses of territory operate, where they are installed, as forms of accumulation by dispossession. The implementation and continuity of these functions require the production of a psycho-sphere, understood as the set of ideological legitimizations that is built in order to ensure the social or collective consensus on the adoption of certain hegemonic territorial modernization pattern. The aim of this paper is to study the relationship between the boom of the metal mining and the employment generation in Argentina between the late 1990s and today, focusing the analysis on the province of Santa Cruz. The article develops the contrast between the ‘trickle-down effect’ myth that was spread both by the corporative speech and the state fable, and the reality of the labor market of this sector at the national, provincial and local levels. Some key categories are analyzed in order to meet this purpose, such as the generation of direct employment, the geographical origin of the workforce, and the precariousness of labor conditions.
