Un campo de investigación: las técnicas de gestión y los dispositivos jurídico-burocráticos destinados a la infancia pobre en la Argentina

Abstract

O objetivo deste artigo é refletir sobre a constituição de um campo particular de investigação: o das formas de administração estatal da infância pobre. Para isto, inicialmente, descreve-se alguns aspectos contextuais que, na Argentina das últimas décadas, contribuíram para sua expansão e são centrais para a compreensão das características que assumiram os debates e os estudos sobre as modalidades de intervenção jurídico-estatais sobre um setor da infância e suas famílias. Em segundo lugar, analisa-se a necessidade de inscrever estes dispositivos histórica e politicamente, e de abandonar paradigmas normativos de compreensão. Finalmente, propõe-se que estes dispositivos, ainda que destinados a meninos e meninas, não podem ser compreendidos de forma dissociada das regulações sobre as relações familiares e dos discursos sobre moralidade familiar.

The purpose of this article is to reflect upon the constitution of a particular field of research: that of the modalities of State management over the childhood of the poor. In order to achieve this, first we present a description of certain contextual elements that contributed to the expansion of this field in Argentina during past decades, and which prove to be central to the understanding of the debate surrounding the modalities of legal-State interventions over a sector of children and their families. Secondly, we reflect upon the need to place these modalities in their historical and political context, thus questioning the normative paradigms often used to understand them. Finally, we suggest that, even though these devices are aimed at children, they cannot be dissociated from regulation of family relationships and discourses on family morality.
