El hambre como punto de origen y de llegada de las políticas alimentarias vigentes

Abstract

Las presentes reflexiones tienen como punto de partida algunas expresiones creativas y narraciones realizadas por actores sociales que participan en diferentes colectivos en la ciudad de Córdoba, en el marco de una jornada expresivo-creativa organizada en el mes noviembre de 2010. Las mismas pretenden problematizar la noción de seguridad alimentaria y su aporte a la focalización; analizar relacionalmente pobreza, hambre y políticas alimentarias; y analizar la política alimentaria como política de identidad. La metodología de la investigación es cualitativa: se realizaron entrevistas y grupos de discusión con colectivos barriales de la señalada ciudad, que se insertaron en contextos de pobreza. Algunos de los resultados son los siguientes: la seguridad alimentaria, objetivo del Plan Nacional de Seguridad Alimentaria, evidencia la segmentación de lo que otrora estaba condensado en la seguridad social. En el mundo de lo posible se maneja una carta de menús monótonos que «llenan la panza» con «más de lo mismo». La nutrición y el placer no tienen cabida en ésta. El estado a través de sus políticas alimentarias focalizadas en la necesidad presenta un rol protagónico en ese tipo de producción y reproducción alimentaria. Algunas de las conclusiones retornan como pregunta: si la potencial identidad personal es manejada en su raíz más natural con el alimento y sus relaciones sociales, ¿qué biografías narrarán niños con hambre que comen en soledad tras la lógica de la focalización?

The starting point of these reflections are some creative expression and narratives performed by social actors which are involved in different groups during an expressive-creative journey organized in the city of Cordoba in November 2010. They, try to problematize the food security notion and its contribution to the focused policies, to analyze by a relational way poverty, hunger and food policy and to analyze the food policy as an identity policy. The research methodology is qualitative. Interviews and focus groups with collective groups of the city which are inserted in contexts of poverty were done. Some results are: the food security, which is the objective of the National Food Security Plan, shows the segmentation of what in the past was condensed in the concept of social security. In the possible world, a list of monotonous menus that «fill the belly» with «more of the same» is daily used. Nutrition and pleasure have no place in it. The State is the protagonist of this type of food production and reproduction through the food focused policies based on the need. Some of the conclusions return as a question: if naturally the potential personal identity is built by food and social relations, ¿what biographies will be narrated by hungry children who eat alone following the logic of the focused policies?
