Derecho a la educación de la población migrante en Argentina y en Chile: revisión de antecedentes sobre acceso, brechas y obstáculos para la inclusión educativa

Abstract

Por su magnitud y dinamismo, la migración venezolana ha generado cambios en los patrones migratorios de América Latina y se ha instalado como tema de interés en las agendas nacionales e internacionales. Aunque Chile y Argentina forman parte de esta tendencia, la dimensión educativa del fenómeno ha recibido aún escasa atención, a pesar de la amplia trayectoria que poseen allí los estudios sobre migración y educación. Con el objetivo de identificar claves de lectura y áreas de vacancia, el artículo presenta una revisión de antecedentes sobre acceso, brechas y obstáculos para la inclusión educativa que enfrenta la población migrante en los niveles obligatorios del sistema educativo, con especial atención al caso venezolano. Uno de los consensos hallados sostiene que un análisis integral del derecho a la educación de la población migrante debe superar el plano del acceso y preguntarse por las condiciones en que este se produce.

Due to its magnitude and dynamism, Venezuelan migration has changed the migration patterns of Latin America and has become a topic of interest on national and international agendas. Although Chile and Argentina are part of this trend, the educational dimension of the phenomenon has received little attention, despite the extensive history that studies on migration and education have there. With the aim of identifying reading keys and knowledge gaps, the article presents a review of previous studies on access, gaps and obstacles to educational inclusion faced by migrant populations in the mandatory levels of the educational system, with special attention on the Venezuelan case. One consensus found suggests that a comprehensive analysis of the right to education of the migrant population must go beyond mere access and question the conditions under which this access occurs.
